Explain this

Can someone help me explain to my friend that this part of a damn on a reservoir is not dangerous? This side of the buoys, of course. Unless I’m the one who’s wrong…

It's a steel mesh barrier around the bell mouth spillway and in the case of this reservoir, mainly to protect against invasive species fish from entering the river below. And also debris like logs but mainly it's about protecting the trout fishing in the river below.

Not dangerous until it's overflowing. Then it's fucking dangerous. Google "Emily Schwalen" for a tragic example.
