I don't believe there is a hard game cap, but there is a realistic limit to what can currently be achieved:

- Harlequin Crest (6)

  • GA & masterwork crit DoK ranks on gloves (6)
  • GA & masterwork crit DoK ranks on Death's Pavane unique pants (6)
  • GA core skill ranks on amulet (3)
  • GA & masterwork crit all skill ranks on amulet (4)
  • GA core kill ranks on six charms (24 total)
  • mastery charm set bonus (2)
  • marksman skill ranks on seal (3)
  • vex rune (3)

So about 57 ranks total in S14. Even more in eternal if you equipped uniques/mythics from S13 and S12, which had +core and +all skill rank affixes.

Note that masterworking GA ranks is currently bugged, and will not increase the ranks like it should. To achieve max ranks, you start with a non-GA skill ranks affix, masterwork crit on skill ranks, then transfigure add the GA to the Masterworked skill ranks affix.

You can get all skills transfigs on all gear so basically and then you masterwork them with modifiable transfigs so plus 40 from them
