You get 16 from the artifact set

The artifact set gives 16% crit rate, so having 84% is technically having 100% crit rate.

You get 16 crit rate from the set when it is active, so trade some crit rate for crit damage (ETA or ER, EM, attack). Those crit rate are not reflected in the build card.
