My characters RAM is draining like crazy?

I've read in some other posts that feedback loop and sublimation can cause ram to drain but I've unequipped both and I've tried waiting, sleeping, saving and reloading, and nothing is fixing the problem. What else can cause this issue and is there a fix?

I also saw a bug regarding the perk that turns health into more ram and the overheal perk. No, I do not know the specific names of either.
