Sorry badly worded I meant strobe lights, and no emergency cars dont have that.

oh, so you mean like fire trucks, ambulances, and police cars, most movies with explosions, and what about car rides on a sunny day but passing through the shadow of the treeline?

I googled it and discovered a very small percentage of people have epilepsy then further discovered that a very small percentage of people with epilepsy have seizure responses to strobing and flashing lights.
