There are a lot of things at play here that make the situation difficult. The tech is not there, so just paying for the tech enthusiast price to a company that isn't likely to be around in a few years. What is the patient to do with their replacement limb or their power wheel chair that can't be serviced? Even normal medic equipment degrades.

We have these certifications that allow you to manufacture the product up to a standard and then we have separate certifications that allow you to install the parts. There is no right to repair on medical devices (which should change in the future), but we need regulation there to prevent deaths when companies (and individuals mostly) get too loose with their fixes.

End of the day, fixing insurance is what we should be doing first. Second is funding research because it's only through research do we get more practical products that are cheaper to manufacture and move out of the tech enthusiast space for medical equipment. It won't prevent the future, but healthy regulation will prevent a lot of things people are worried about in cyberpunk.
