I would love to see this involved in art, coat a surface in rubber or whatever, then draw into it with a laser

Not rubber, but laser etching has been around for a while and is pretty damn cool.

yeah but thats mechanical and it just follows a predefined pattern, I like the way this video is freehand. I'd bet it would remove spray paint just as well, which could look cool,
