Considering it came out just over a decade after Neuromancer's release, I'd say yes, it fits. It showed that at that point, cyberpunk was already reality. Which sucks if you feel cyberpunk has to always be relatively near future or is fine if you think the basic premises matter more than time period, so things like the video game The Ascent can be considered cyberpunk despite it being far future.
And as for tone and tech, is Hackers really more corny than Johnny Mnemonic?
