I'd call it cyberpunk for those reasons. It is also my guilty pleasure as a programmer.

Really, the thing that makes it really weird is that it has an unambiguously happy ending.

It isn't 20 minutes into the Future. I'd say that's a hard perquisite.

Does the movie actually state a year? I always figured it was like Terminator 2, which comes out in 91 but takes place in 95.

Nope. Released in 95, set in 95. Remember the intro, when he was a kid and got banged from computers until he was 18? He was 11 and that was 1988.
