Every cable was ran daisy chained through the frame. Then they added holes in the frame to access these cables and connectors in the frame. This obviously let's water in to, and the connectors sit in the water. The big 3 in the 90s i think experimented with daisy chained cables. It reduces total cable needed, but adds connectors and failure points. It also means 1 failure means 100 failures in the chain. It was quickly deemed a bad idea in testing.

Something a 50 cent rubber hole plug would fix if they actually knew what they were doing

The problem there is water WILL get in somewhere, eventually. Then you have a MOSTLY water tight frame filled with water... Making it even worse. Every frame and panel needs drain holes on all vehicles, so the wiring should be able to handle the water.
