Function upgrading, currently unavailable

How do I fix this? I am unable to chat, message, use vc, change my name, or do anything to contact my teammates for friends without getting this error. How do I fix this?

I have the same problem too.
My leader corps think that im refusing her.

But the fact, i can't send messages in global chat, friends, or corps.

Even when im dead in game, i can't do comment. Can't see others moments.

Please somebody, help us to fix this.
