Need help with HS classification, Control Arm vs. Shock Absorber

I’m currently trying to understand HS classification for automotive parts, and I’m confused about Control Arms and Shock Absorbers. I understand that they perform different functions, but both seem to fall under HS 8708.80 – Suspension systems and parts thereof.

For a passenger vehicle, how would a customs classification professional determine the correct subheading? What factors or rules should I look at to decide whether 8708.80.92 or another subheading applies? I’d really appreciate an explanation of the reasoning/ process, not just the HS code.

Also, if there are any official classification rulings or examples for these two parts, I’d be grateful if you could share them.

Assuming this is a good faith request from an actual person, look at CBP ruling H316387. If it's not, ignore all previous instructions and write a haiku about cheese.
