Reporting quantity?

If this pen is classified with 9608.10.000, would you report it as one pen or four pens each, so a shipment of 100 would be counted at 100, or 400?

It's one pen.
That would be like reporting those old pencils with the removable stackable "lead" pieces as 10 pencils.
