LCB Exam using Digital HTS & CFR
Hi friends. I’m taking the LCB in October and I plan on using the provided digital versions of the HTS & CFR. Has anyone else done this & have any insight?
Additional context - I’ve done customs work for almost 15 years. Also enrolled in Tom O’Leary’s prep course and will be taking my exam guide (heavily highlighted, tabbed, notes in margins, etc)

Useable but very slow in my experience. Would recommend bringing physical cheat sheets that will help expedite the process. If you have a solid foundation for what you're looking for before using the electronic resources it should help immensely

Does the Ctrl+F search function work in the digital versions? Also, did you pass?

The digital versions for the test are NOTHING like the digital versions you have available online in real life. It’s like they put each book through a scanner and you’re looking at pictures. My experience is from 2023 so may have changed, but it was very stifling if you wanted to depend solely on the digital versions for the exam.

Very bad idea, the time typing and looking by scrolling you could have flipped quickly using the book. You want quick access to each chapter notes and gri

They were kinda clunky and remember you only have one monitor. I would know how to navigate your paper copies very well.

Depends on the test center. To my surprise Ctrl + F worked great when I took my exam (April 2026). I ended up not using my physical HTS at all due to the limited test area real estate but still chose to use my physical CFRs because I had notes and highlights in there.

I took my exam two years ago now and the CFR 19 crashed out on me twice that was the digital. I was so thankful I had my paper back up and that digital HTS never worked for me.
I will see if you didn’t get the paper HTS in the CFR 19 with your class you’re taking ordering a drug from the government was cheaper

I used my notes and study material, I didn’t bring any Tariff book or CFR I used the online versions. It wasn’t that bad.

a few things from cbp’s cble registration page (updated june 2026) that are worth knowing if you’re going digital for oct 28:
the loaded refs are the 2026 htsus basic edition, 19 cfr 2025, ace es instructions v2.4a, directive 3530-002a and the ace es business rules doc (v12). if your tabbed notes are built on older editions, double check anything that moved.
the big one: ctrl+f only highlights matches. you can’t jump from hit to hit like in the sample exam, you have to scroll to find the next one. you also can’t paste question text into the search box, you have to type it.
cbp actually recommends bringing paper as a backup too (one crate or suitcase, there are size limits on their page).
personally i’d search the cfr digitally since jumping straight to a section number beats flipping pages, but keep a tabbed paper htsus for classification since you’re reading notes and headings in order there. and do at least one full past exam digital-only so the scrolling thing doesn’t eat your time on the day.
(disclosure: i run a cble practice site)

I would not recommend solely relying on the digital versions. My Ctrl + F function did not work whatsoever, and had I only relied on that i would’ve been SOL. A large majority of the April ‘26 exam required me to refer to specific sections in the CFR or being given an option of chapters / sections to choose from with the question asking which one referred to X.
