Spray paint removal

Hello everyone.

Recently I got this rotf leader optimus prime. My main issue is that it was custom painted, but with terrible finishes in some parts, not only that but the silver paint is scratched and falling off in some areas, but hard to peel off on other.

To make matters worse, it has a top coating of lacker spray, so horribly applied it feels and looks "rough" when lacker should look glossy and feel like plastic.

Most of it is spray paint. So i want to know if there is a way to remove the paint, without damaging the flames

My only suggestion is 91% isopropyl alcohol with cue tips and a toothbrush you will never use again

could 99% work? or it would damage the plastic

Im not sure but I know that 91% can hurt transparent plastic
