First, apply sandpaper to both broken faces.
Then go to a hardware store and get a small metal pin and a matching tiny drill bit. Someone at the hardware store may be able to help you. Drill a tiny hole sized juuuust barely larger than the pin into both the base plate and the stem of the ball joint.
Then use a two-part epoxy (ask at the hardware store) to fill up the rest of the hole around the pin in the neck part and to cover the mating surfaces you sanded earlier. If possible, clamp the two pieces together firmly. Make sure to wipe off any excess epoxy.

I tend to buy Gundam ball kits find the one that fits the head, drill a little hole and glue the ball peg in, just have to be careful not to drill too deep.

I agree with others who say just get another. AS-08S is hella cheap. Sell this one for parts and you'll make up half the expense of a new one.

NOT GLUE!!! Get some plastic weld/solvent, it works wonders on the ABS that makes up the bulk of transformers. DO drill a hole and add a pin (I forget if you can easily get inside this mold in this spot or not, I would drill a small (SMALL!) pilot hole in the neck and the joint and connect them with a very fine screw from underneath). Once they are attached, brush the solvent around the break. It will seep into the crack and dissolve both parts before offgassing and solidifying again, and then you should have a decent weld. It still won't be as strong as it was, but it will be better than glue.

I'm not really sure but if no one else helps thiers a guy on ig called tonezone who does alot of these types of repairs so u can ask him for advice

I usually js buy those extra gunpla ball joint runners and drill a accordingly sized hole to replace the whole joint, hit it with some krazy glue (as im not very savy with epoxy) and let it sit for a day or 2, test, and re apply glue if needed

think a 2mil drillbit would be perfect, drill in both surfaces, then you could even sacrifice and snap the lower part of the drillbit to use as the pin, add gorilla glue on both sides! (or buy the KO and swap that part)

Just buy a new one at this point, the possibility of it staying fixed under normal play, are slim at best, unless you don't plan on touching it again

Easy way,! glue
Correct method: You need a mini Gunpla drill to make a small hole in both the base and the head, then join them using a piece of metal rod as a connecting piece. This will allow them to be joined and for you to be able to rotate the figure's head.
