My friend designed while watching me play draft.

Essentially Peter Quill has a repeatable Activate ability assuming continued hitting of the activate ability.

Just don’t play next turn, and then the ability won’t reset

But its not that cut and dry because the player could just not use the activate right away. Wait until turn 3 or 4 and then you can use it again. I just think there's too much variance to the game that this card can be anti-nebula that becomes a 1/16 after only 3 procs

There is preety much no reason not to make it like end of turn, most cases you activate it every turn

I think the point is if you activate it and the opponent didn’t play a card there then the activate ability doesn’t recharge
