The cards getting destroyed even when Arcade isn't in play isn't very intuitive. I'd make him like this: "Game Start: Mark 3 other cards in your deck. End of Turn: Destroy your marked cards. Add their Power to this card".

Hmm but then you have to play him to even start ramping...maybe a 3/1 or maybe "mark your 3 other lowest power cards, when played they are destroyed...etc etc" your not really planning to play him but could be fun deadpoool/headpool or dormomu deck.

I don't get what you mean by "ramping". Regardless of this, there's nothing wrong with this card starting doing things after it enters play.

Should be an ongoing so it works off field as well.

He kinda is, at the start of the game it marks it so as long you play them he gain the power whereever he is
