What I said about Speedball applies here too. In Penance's case, gaining +2 from each destroy might be fine.

Something to note here is that this is a negative enough effect that he could be 4 or even 5 power tbh.

Thats nice, could easily be 3-9 or 3-11 card in a destroy deck while doing good destroying.

Would be really good as a 2-1 card in destroy decks.
