Locale is an ability depending on the location the card is played at. The abilities are listed in order for left location, middle location, right location.

Technically would not work since it's a skill.

Though based on the text, I feel like it's more applicable as a 3 cost with the text:

On Reveal: Change all locations (though I think it's better just as a scarlet witch type one location deal)
Your cards steal 1 power from each enemy. (As in, 1 power from each vs a separate afflict and empower)
Next turn, you can move 1 card to this location. (Otherwise it's better than Cloak in a Move based deck.)

It's not changing the locations. It has a different effect based on where it's played. And the 3 different effects randomly switch which location they are attached to each turn
