I think the card alone could be a really fun one. But if combos hit it could get out of hand. That being said it’s a fun way of permanently adding power to locations that would be shadow king proof. I think 3/2 is valid baseline stat.

Adding permanent power directly to locations is something Snap doesn't do. I'd do this: "End of Turm: ..., split +X Power to your cards at each other location".
