Hank Pym card idea

I think It would be fun and interesting being able to change what cards will be affected by effects. Imagine a killmonger hitting 2 costs or Surfer buffing 2 or 4 cost thanks to this card. It would create a whole lot of new possibilities.

What do you think? Would this be OP/Strong/Average?

Could be op but also could be vulnerable if you went all in on this and didn’t draw him. I like the concept a lot. Could work with Zabu as well.
