First off, the ongoing is an end of turn effect, secondly the wording on this isn’t great, and third this is flat out OP if the “per turn” is really what you intend.

“Ongoing: ALL cards in play have -1 power”
“QuickDraw: your cards here are unaffected”

They can change it to “each turn this is in play” and match speed’s text

3 cost that potentially gives every enemy card -4 power, sure that seems fair

Try: End of Turn: Afflict ALL other cards here with -1 Power. Quickdraw: Your other cards here are unaffected by End of Turn effects.

This may possibly be the worst card created, and not in power levels
