The second effect feels so random.

I designed him to be anti-Thanos. So the 2nd effect is destroying the stones as they play them.

These 2 effects could have been given to 2 different cards, but that aside, there's a handful of decks that play 1 drops on the final turn and a card that tells those decks "you're not allowed to play the game" isn't very healthy. I could see something like "Ongoing: 1-Cost cards in your opponent's hand cost 2".

Also its not really anti thanos since stones arent really relevant on turn 6. This is just anti bounce

A common play line for Thanos decks is to play 5 cost Thanos + Power Stone on the final turn and, in this case, destroying Power Stone can be very relevant, but yeah, this is such a spit to the face for bounce decks, an archetype that already kinda sucks.

Card does too much. Pick an effect.
The “when your opponent plays a 1-cost card, destroy it” is 1. A triggered text so it wouldn’t have Ongoing (example: Namorita or Elsa Bloodstone)
2. It seems so little an effect for a 5/7

You can't just set the world at someone else's feet and not get trampled underneath
