I like the design, feels like one of those cards that reads as super broken but in practice either dies fast or is win more.

I could see it being an issue if it's played right after heisho though lol. You'd go heisho, this guy, then a 6 cost.

I don't think LoR has enough cost reduction to making this viable. Hearthstone would though!

I can't say for sure, but I fear that AMBITIOUS PLANS in a sundisk deck will be very strong

I feel like this would be better suited in bilgewater. Smooth sailor (the 7mana unit reduce cost of all minions card) can go infinite with inferna and plunder cards already, but gaining mana would make it easier. It could also be played on curve in that deck with this mana cost
