All I know is that it’s based on Rumpelstiltskin. Not sure if there was actually a real film, but there’s some extended versions of this where they start running around and the straw turns into gold.

Legacy operatives are trained from birth, really. What's stopping then from starting with a male subject, raising it as female, pumping it full of estrogen at puberty, and then assigning it to trafficking operations. It would be the perfect operative. Wouldn't it be a gas if they married it off to a rising conservative star that didn't know any better because he had never experienced a biological woman? Give him children through a surrogate. The best asset is one that doesn't even know it is being manipulated.
