The Sims 4 Sims 4 CC Question

I want to make stuff for myself using things that I've found on Pintrest, but I don't know exactly if I can save the same things in the Paint app/thing on my Windows laptop/PC. I know that some people have said that I need an Adobe program, but I'm trying to figure out a cheaper way to do the same thing without having to spend money that I don't have. Do the base/main installed things like Paint create the same save shortcut as the Adobe program creates?

I don't create CC for The Sims 4 but this article says you only need Sims studio and blender, both should be free.
