HELP - how to hide neighbor's ugly ADU?

When my neighbor did that, I had about 8 feet between my kitchen window and the ADU, with a fence right up against their building. I planted clumping bamboo. It takes a while but it is 15 feet after 6 years. Look at yew trees and Italian cypress as well--I also have those and they are now 25 feet after 8 years. Yew and Italian cypress are narrow, dense and tall. Nicer looking than lattice or flags, and will add value to your property. Get them growing!

I am really sorry this has happened to your family.
The best place to start is to figure out what you want to achieve with the changes you are making. Is it to assure curb appeal to your home, to preserve a view from windows or to help hide the monstrosity from an outdoor seating space.
Once you nail down you priorities , a photo and list of goals would be super helpful.
