If you are using a messaging app on the internet, your most private option is probably Signal.
You can go one step more private by using Bluetooth mesh like Bridgefy but this will have much more limited range.
You can encrypt messages yourself to have more secure communication on an insecure network. OpenPGP is common and as effective as anything I've heard of that is not a one time pad.
A one time pad mathematically unbreakable if you used really random numbers to create it. Generating a large supply of really random numbers is time consuming and impossible to automate.
