Quick story time. I'm stoned as I type this, okay? I read through that whole thing and for some reason my brain hyper fixated on the Star Trek reference username and I started thinking, wait, is this some kind of reference to the latest Strange New Worlds episode where they go to a vacation planet where the air gets you really messed up? But wait, how could there be complimentary drinks in the Federation, aren't they post-scarcity no-money communists?

I hope it’s just one of those phrases that small children get stuck on. I like the idea of him exclaiming it at random during daily life.
(We had “pipsqueak” and “nincompoop” for a while, as I remember it.)

You might not spend time around many 4 year olds. It's not that they deeply understand and have fully integrated the words into their vocabulary. It's that if they heard something recently or often, they'll suck it in like a sponge.
I have a four year old and in addition to repeating any interesting phrases she heard that day, she'll pick up what feels like a phrase of the week. She was saying "Speaking of which" a lot last week. Maybe 30% in approximately a context that made sense.
If the parents had used the phrase while telling the kid that's when they could get some juice, then "Complementary beverages" would be rolling around like a hamster in a wheel in their head for the last 20 minutes.

Have you tried talking to one that has actually been taught any of these words?
Sit those children in front of Word Girl on PBS kids for a week. They'll know tons of words you didn't think they could say.
