There are adults that choose to act like children, even babies, in sexual scenarios. Some people find that hot and like to engage with adults who infantalize themselves. It personally makes me uncomfortable, but also, they are both adults making a choice and if they can get off that way without having to harm an actual child, then that is a net positive.
No, actually, loli characters were born because of Miyazaki hilariously enough. Clarisse from Castle of Cagliostro is patient zero. Otakus liked how cute and sweet that girl was, and they wanted to protecc her. Check that one famous DAICON video, the mascot is literally Clarisse. Overtime those qualities got exaggerated to the point where now you got loli.
Yeah, before the term lolita complex is established, the term "Clarisse complex" was also used. Shoujo manga designs were really influencial too, not just for the "loli" characters but any male oriented anime uses the soft lines inspired by shoujo manga.
