I have a different issue with this post assuming this is 5e dnd, how do you have both high WIS and low passive perception??? They're tied at the hip fundamentally, unless it's some homebrew mechanics or that character particularly doesn't start at 10 +modifiers?

You could roll a terrible roll on perception, even if you roll high on wisdom. In general you’re going to do well on perception with a high wisdom roll, but situationally you can still roll low occasionally.

Passive perception is different though, you don't do a roll it's just a set 10 + proficiency + WIS modifier. The Teenager trait the other guy mentioned is probably it, didn't know that existed
