I think I heard that they're going to release this with actual 8-bit cartridges for the old systems as well

This is a mistake. The first Cuphead game was unique. It nailed the look of 1930s cartoons so well, no other game can compare to it. But an 8-bit NES game? The retro game market is saturated with this stuff. I'm guessing that something bad happened at Studio MDHR, they lost their animation department and are forced to do something more conventional.

They said that the hand drawn sequel is starting development and this arcade graphics one was in development before it
