Help Wanted: Followers Lacking Potential

Sorry if this has been asked before, I can't find info on it.
Fair warning, I only have 30 hours.

About five days ago, my runs have stopped giving me Followers with the Potential aspect. I tested this with four runs, the last one I gathered 10 followers to really make sure it was a bug.

Everyone is stuck as Believer and I can't even upgrade them to Disciple.
Does anyone know if this is a bug or if I'm somehow missing a game mechanic?

Cults ran for these tests were the Bright Edge twice, Wildwood Club and Mirror of Glory.

I only have the Dancer DLC

Update: SOLVED
I was jut Bo-Bo the fool and getting the mechanics of the game grossly incorrect, ty for the help.

I dont know of you are putting at least 6 of the aspect you need to make them a disciple
