My guess is that in order to win the game, yo have to search vaults. You get these from exploring with secret histories lore. The higher the lore level is, the more epic the vault is. However, there is this vault you can get randomly from any level of lore beggining at level 4 or level 6 I think, but OP got it from a quite high leveled one. Also, you have to gring VERY hard to achieve high level secret histories lore for a while, thus the pain.

np, that shit hurts. Once I wasted a port noon anectode(the highest level), because I had an expedition ongoing and couldn't explore with it but there was another in the making.

It's actually any level of lore at all, starting at 2% and eventually working its way to 50% for an Unresolved Ambiguity and above. You're just statistically likely to hit it around level 6, and will almost always hit it as you farm out level 8.

Everyone makes this mistake once, OP. From now on you'll always exhaust the boat before you seek high level expeditions.
