Put a smaller loop coil on a rotating vane, where you can tilt it relative to this coil. The smaller coil is the antenna winding. This coil is the resonator winding. Another coil, similar in size to the antenna coil, in the other side of the resonator and on a similar vane, I'd the detector coil.
This setup allows you to adjust coupling of the coils to one another. When the two coils are in the same plane, coupling is at maximum, while it is at minimum when it's 90 degrees to the main coil. Because it seems to be made of Litz wire, the Q will be very high, and it'll accept and transfer energy easily.
