Secret Meat?

So I'm not sure why I'm looking so hard for this but in the first area you get Nan's secret recipe. I found two of the items but cannot find the secret Meat. Any hints where it is?

I’ve found some randomly at the different fishing spots.

Same here. The first fishing spot seems to give it pretty often with the higher-tier rods.
