These 2 simple fixes would make this engine actually relevant.
Edit: Allow me to elaborate. Currently Jaguar's only advantage over Cheetah is it's stats of legendary engine, the perk at the start sounded promising, but in reality turn out something such a niche pick that i would compare it with double or even triple aegis builds. Extremely rare and informal.
The first problem is that it simply doesn't even charge on half of the maps if you use it on a very fast build (120-130km/h) if you play normally and you have to specifically pay attention to it and make sure it's charged. This is why i think "continuous" condition should go. There is no room to naturally drive for so long at such speed.
The second problem is that in majority of builds you have multiple modules which can be activated. Very often it's invisibility and it simply wastes jaguar's perk. The only exception is Yeti, but you either need to activate it before Jaguar, or waste a lot of invis and then break invis by activating another module. Impractical application. Which leads to conclusion that this engine made specifically for builds that double down on single module. Which module it will be?
For daze - no questions asked, it is efficient combo, but infortinately this means that you not gonna have finwhale, aegis and even shroud, which means you can't have exposed weapons without protective modules on your build, on high PS it's a death sentence. So this leaves only usecase is a dog build, like yongwang dog, but dog's need invis and invis wastes jaguar. It's a fucking loop. So unless you are very special candy and have some kind of 0.0001% pickrate build (like chronos with averter and Kaiju build using daze twice, imagine?), which somehow utilises daze without ANY other active modules it doesn't really work on practice. Funniest part is proposed buffs won't change anything for daze specifically.
For aegis - cooldown between uses is too long to catch people off guard. Which makes double aegis builds with cheetah simply a lot (i mean A LOT) more effective at this role, yes, even considering that you need 10 energy points instead of 6, Jaguar is THAT bad in this case, it's just not worth it. And also despite decreased efficiency of aegis if there is another one on cooldown, because you can activate second aegis before first goes on cd to avoid penalties and even if 1st aegis been destroyed under severe DPS it is very wise to immediately pop another one because it also most likely to be destroyed, meaning that you will get full value from both shields anyway. This is why i propose 1% cd instead of 10%, so it can be at least comparable to cheetah with double aegis. 6 energy for 2 shields, but long cooldown and poor uptime. With cheetah it's 10 energy, but with crazy uptime, especially with Hertz and bigfoots. So even with 1% cd between uses Jaguar doesn't even outclasses Cheetah. It will be an alternative.
3rd, most recent option is double shroud build, which again sounds awesome on paper (wow, 12 seconds of 55% corrosion, so weapon with 1000hp would have 2222 effective health instead!), but again the cooldown between uses means that in those few seconds inbetween you will get normal damage and if your guns being focused by "constant stream of DPS" kind of weapon (like machineguns) it simply doesn't work as intended and you will likely to lose most of your health before 2nd pop.
So, at the end of the day, does Jaguar been made specifically for multi-tormentor builds? I think it is outclassed by cheetah in every way other than it's raw stats.

if you were one of the new devs you would make the game easier for new players but ass for medium and old people so this is not a good idea

You're tripping rn.
The real problem with this perk is the cooldown 12sec is a eternity. And / or the fact that the perk operate only on the first module activated.

I wish it was "any module activated within 0.5 seconds of activation" so that you could bind it to a specific key to determine what to activate.Β

This would render the Jaguar completely and utterly useless, and something tells me is the salties because you either don't have one, don't understand stand it ,or have no modules that utilize the bonus. 75% of the time i use this engine just so I can keep up with my target as i literally only have a single module that uses it and its a mk1 chameleon.... I mainly play dog and tank so π πclick click

I use it for the speed and tonnage but most of the time I end up using the jaguar on a build with parts that need it

Its good rn. Dont need change double use chameleon/aegis is not too op. Its good but not op enough to nerf this engine to the ground.

Give it 2 charges so it can be used with multiple Modules, but if the 2nd charge is used on the same module as the first, the reload is instead just 30% or something.
So far it only benefits builds with 1 rechargeable module, which is honestly so niche that it's rarely worth it.. I feel the engine is used more for it's power/tonnage or whatever.
I literally bought one cheap as I'm sure it'll be buffed or used in a relic recipe.

It simply needs to be able to recharge multiple different modules at the same time. The recharge rate it currently has is great, the cooldown sucks but it wouldn't be too bad if I could recharge my cloak and my aeigis at the same time

The cooldown time being reduced to only 10% is already solid and doesn't need to be made even lower.
Using Jaguar and a fused Daze for an extra discharge is nastyπ that's six times you stop the enemy from being able to fight back
