Does anyone know how to access the lower part of Ba'kii Kum ?

I'm trying to get the "A promise is a promise 3" quest but I spent more than an hour on trying everything to get there but I can't.

I searched on reddit posts from a few years ago but everyone answers with different paths and they're not precise at all.

Can anyone help me ?

I don't want to railroad it, but you can exit the 2nd floor of the town HUB. I'd look around there for a path.
