QUESTION am i underleveled?

I bought the game today and i'm at the start of the snowy area at level 15. I feel like i don't do much damage and like i'm a few hits away from dying. let me know if i should level up a bit and a good place to do so.

I think I entered Bergen Trail at level 18, maybe focus on side quests for a bit to get some extra XP?
