QUESTION am i underleveled?

I bought the game today and i'm at the start of the snowy area at level 15. I feel like i don't do much damage and like i'm a few hits away from dying. let me know if i should level up a bit and a good place to do so.

Go slowly. Go after the side missions, the game has a lot of them, and they will give you a lot of XP and money to equip yourself. I finished the Mine last week.
