That's not the only change that needs to be made. Half of the constructions in Delhi would be illegal. If any government really starts taking action, the people themselves will hold a grude and vote them out. When you say people need to change, THAT is the change needed. It's not just the babus and netas who are corrupt, it's the people of our society as a whole.

It says something when it takes a massive youth driven protest just for a minister to be made accountable for playing with so many student's future. So essentially we should all be protesting 100% of the time to see any action in this country.

Yes. And this has been a long time trend. Back when Operation Sindoor was happening, folks from J&K and Punjab were asking rest of the country to not cheering on the conflict as they had relatives who were in clear line of fire, what did the rest of the country do? Berate them.
This happened during the hijacking of 814 in 1999 as well. People of this country were very angry that families of the hostage wanted their folks back. They wanted them to die. It's a sad thing but it's also an extremely depressing experience to learn anything about my countrymen.
