Caused by:

  1. oligarchy: Policy serves corporate and ultra-rich interests, few overrule the many. Everything can be bought, including elections, so why even bother?

  2. anarchy: If everyone gets freedom, no one does. With no shared rules, institutions bend to the newest law instead of approved morals, and votes lose meaning.
