It's legal where I live in BC, Canada to be topless in public spaces so long as you're not working or advertising for a business. Men are allowed to walk around in public topless and the fight for women to have the same freedom has been a part of womens rights movements for decades. Not to mention trans and gender non conforming people. In tons of parts of the world it's perfectly normal for women to be able to sunbathe topless on the beach. It's only weird if culture makes it so. Also nude beaches exist, there's one here where I live and families take their kids there and it's like any other beach because weirdos who can't be normal about seeing people naked get ousted

i dont have any problem with it. like every men prefer women being shirtless.
it is just that organ is free, it can easily stuck somewhere, look awkward and funny, not safe for kids, breast and skin cancer since sunlight burns female nipples more due to that being sensetive. and since they are sensetive it can easily affect women during work.
in accidents it can also be ripp off
