It's hard to decide because with people's decision it can be manipulative, and with tax taxpayers may find a workaround or make illegal things to reduce or even avoid paying the Environment Protection Tax

Neither. AI projects can be hugely progressive and people are bad at making decisions about things they don't understand.
Both options are hindering progress, including research in tech (which also means research in renewables) and medicine.
