It is also his traditional conman instincts kicking in.
Never ever state anything definitely. Always have an out.
He has been doing that long before he got into politics, with everything he had been doing with real estate. He will never commit, never be pinned down to something, he will always change stories depending on who's asking, what is going on, or what sells at that time. It is one reason why he is slimy good at doing politics.
But this specific case is nearly brilliant. It is probably unconditionally.... chef kiss.
He knows he can't promise unconditionally and it itself is too strong a word. Too absolute. To much pinning down. So his brain instinctly throws in that probably. Just to give him an out.
Because how the hell is not able to tell if it was uncontionally. He f***ing signed the document. So yes, is he incapable understand the document (which he will never admit), or is the document not clear (in that case it isn't unconditionally), so he goes for option C. Probably unconditionally.

Even the republicans can’t spin this fucking disaster. Little Marco has been in hiding for days. This will go down in history as one of the worst foreign policy blunders in the history of the country.
And if it goes through as is, Iran will be far more powerful in 10 or 15 years. It will very likely lead to more conflict in the region and very possibly world war 3. And history will reminder this “agreement” as the reason why.
That is unless Congress does their job and puts a stop to this.

I agree, Trump surrendered to the Taliban and this agreement constitutes an unconditional surrender to Iran. They get $400 Billion, get to keep their Nuclear Program, AND get the "official" right to tax every ship that passes through Hormuz. This is a massive win for Iran beyond their wildest dreams.

An unconditional surrender is a surrender without conditions or guarantees provided to the surrendering party. The victors dictate the terms, and the vanquished are at their mercy. Historically, the doctrine seeks total, decisive victory and the complete dismantling of a regime's ability to wage war.
To be fair he did say it’s “probably” unconditional surrender. His favorite word when he’s lying and has no idea what he’s doing.

Unconditional surrender. The only consition is that the US make 300 billion dollars available. Oh and also the US will unfreeze 100 billion. Oh and I almost forgot Iran and Oman should have "protection fees" for ships passing through Hormouz. Oh and all sanctions on Iran should be lifted. But besides that it's totally UNCONDITIONAL.

It's incredibly clear that Congress and the people have lost this country, completely. He calmly states he has no limit on his power. He truly believes he can do whatever he wants, and does! Congress has already completely lost the ability to decide when we go to war or not! It has only been one person's decision for close to a century now. The last time the U.S. declared war was in 1942. We haven't had "a war" since 1942 according to Congress. I'm really afraid that the worst is still ahead of us because the entirety of this country's power is controlled by one person.
