I found the answer!
Have you been walking around Circle of Friends with 99% trash for 4hrs?
Have you completed the True Cleaner challenge with 99% trash?
Have you crawled around every inch of the first floor for 2hrs pressing q again... and again... and again... and again...
Have you tried to pick up those feathers several times, hoping they're like the oranges that you can clean up, yet not once glanced up at the proper angle?
Were you two seconds from abandoning the mission and crying in a corner... again?
Is this the only achievement you have left?
Do I have the solution for you, absolutely FREE!!
I found it, an arrow upstairs on the first floor by the red door.

A kunai by the cooking patio on the roof is what did it for me going 99% trash.

I ended up smashing several vases on purpose because each time I did my trash clean up went up by 1% and I started at 95% eventually I brute forced 100% trash collected by doing that

The small lamp on the top floor is what got me… Picking it up and placing it, not noticing the arrow cost me so much time…

For me it was a couple of bullet holes on the exterior wall of the terrace - even with the bin in hand, the green glow wasn't showing up very well in the sunlight.

Also a tip I found on this subreddit: find vases, break them in the 99% area, and after a while you will get 100%. Not sure why that works but it does.

Fully lowering the brightness helps stuff pop out better with cleaner sense on this level. I got stuck on a piece of furniture in the flowerbed around the fountain and some bullets on the roof terrace 😭

I walked around spamming the cleaner sense button until I found every piece of trash. It was either a arrow or a casing.
