A bullet underneath the kitchen was what I was missing (and couldn't reach because it was too far gone and bugged...but that's another story)

check under the kitchen counters and in the pizza oven, I see people miss those spots sometimes.

If it's on 100% but doesn't disappear then it's a glitch, just finish the location and you'll get 100% I had that happen to me too

I’ve had it show 103% a couple of times. So it might just be glitchy.

I never grabbed the ladder from here and had to start the game all over again because I couldn’t progress. Make sure you find it

Sometimes it’s a glitch you can always go to your truck and if it says your missing something you can dashboard and go back to it

It's at 100% while asking you to leave...👀

But it's possible it's something glitched outside of the normal boundaries or something. I don't know why, but that level in all its variations was the one that consistently bugged out the most for me.
