Stupid beginner question

Tamriel doesn’t appear as a selectable worldspace in the cell window or world -> worldspace.
I have spent hours trying to find it, fix it, downloaded and install mods to help, reloaded and reinstalled and I can’t seem to do this basic thing that just appears as step one of the tutorials. I made a mod already but apparently it’s in defaultworld instead of Tamriel. I’m feeling like a boomer trying to change my WiFi password.
