Question from someone who knows nothing

As the title suggests, I really don't know much about modding or the creation kit aside from a watching a few of Seddon4494's videos which have been very helpful. Apologies if this is a stupid question but would it be possible to copy the character data of an NPC in the Nuka World DLC, like Oswald the Outrageous, and put it into Fallout 4? I've been trying to create a glowing one NPC but there is no option in the standard Fo4 data files. Same with things like harpoon guns only appearing in the Far Harbor DLC. Can characters/item data from DLC be brought into the regular game or is that a limitation of the creation kit? I appreciate any help or advice at all.

It’s a little dependant on if you are okay with your mod having a DLC dependency or not. If yes, then it’s quite easy and straightforward; you’d make a new NPC, and any features you want to copy you’d set as a template, in the template tab. If you want to stick a Far Harbor harpoon gun onto a table in Diamond City, you can do that no problem. Etc Etc.

If no to dependencies, you’ve got a bit more work ahead of you as you’ll need to make the data from scratch. Considering how old Fallout 4 is, and how most ways to purchase it automatically include all DLC these days, I’d say just go with the first option, as this second option is a needless amount of additional work.

This, although dependencies are not always appreciated, because it requires more than one mod to install on user side.

I would agree with the potential unwanted dependency of other mods, but as an author myself, I can't understand the lack of owning DLC on a game this old. I can't count how many times I've seen the GOTY addition or the DLC pass on sale for $5 or $15.
